Our Board of Trustees Approve the 2025-2026 Budget
At the public board meeting held Thursday, March 13, 2025, the Pembina Trails School Division Board of Trustees have finalized the 2025-2026 budget.
FUNDING SOURCES
• The province encourages minimizing education property tax through the Property Tax Offset Grant and Tax Incentive Grant, totaling $9.3 million. The Board has identified additional resources to support the reduction in class sizes for our youngest learners.
• While the Division has received a slight increase in overall base funding of 1.5% from the Province, it is not enough to keep up with the student enrolment increases, salary increases and fixed cost increases like utilities.
• This budget continues to provide excellent educational opportunities for all students achieved through a modest increase in the mill rate, which remains the lowest in the city of Winnipeg.
2025-2026 BUDGET HIGHLIGHTS
• Budget combined operating and capital expenditures of $248 million.
• In recent years, the Provincial Government had restricted the amount of money raised through local taxation. This restriction has been lifted. Homeowners will see a variety of fluctuations in Education Property Tax Depending on the value of their home (see Schedule 5 above).
• Increase in combined operating and capital expenditures of $24,562,096 or 11%.
• Our Board has added 76.6 Full Time Equivalent teaching positions and 80 educational assistant positions which continues to support staffing levels and adds further resources into the classroom.
• Continued support of Pre-K to Grade 6 early learning needs through our summer Ignite 3 programming for the 2025-2026 school year.
